上海外港退运报关公司

　　2019年9-2020.12月在这段时期内好多进出口贸易公司发生了出口退运业务，已到国税办理了《出口商品退运已补税证明》，但是到海关办理退运货物进口时，发现实际应退运货物的数量比申请办理退运数量的多，因此海关不予办理退运手续。请问：我能否重新到国税办理《出口商品退运已补税证明》
